How much water is the average residential household using?
The average customer uses approximately 4000 gallons of water
per month.
Do I Own My Meter?
No, the Meter and all connected equipment is the Property of
the Patton Borough/ Patton Municipal Authority.
Anyone found tampering with this
equipment could have their services disconnected and/or face being prosecuted
for theft of services under Pennsylvania State Law.
Am I Responsible if My Meter is Damaged?
Borough/
Authority’s Responsibility:
Meters
shall be maintained by Borough/ Authority in so far as ordinary wear and tear is
concerned.
Customers
are not allowed to have work performed on the meter.
This includes having a private contractor/ plumber remove or in any way tamper with the
meter. If a customer suspects a meter
may be malfunctioning, call the Borough Office to set up an appointment
to have the
meter checked out.
What if I have no idea how my meter got disconnected?
Unfortunately, this does not
excuse a property owner from tampering charges if a meter is disconnected
but they “don’t know how” it happened.
Can I move my meter pad that is on the outside of my home
myself. No,
this is also part of the water meter and any removal is tampering; which is not
permitted.
If you need a pad
moved contact the Borough Office.
Customer’s
Responsibility:
It is the
Customer’s responsibility to protect the meter and related equipment from
damages while it is metering their water
use. This includes but is not
limited to freezing. A customer
whose meter is outside,
is in an unheated basement, in a pit or otherwise exposed area may need to take
extra precautions
to ensured that the meter does not freeze.
Protecting
the meter does not allow customers in any way to have work performed on
the meter itself. This
includes having a private contractor/ plumber move a meter to a different
location or in any way tamper with
the meter.
The Customer is responsible for contacting the Borough if the
meter freezes, or if there is damage done to the meter and/or its related
equipment.
Can my plumber / or a member of my family etc disconnect the
water meter in my house so it does not freeze?
No.
This is meter tampering. Again
customers are not allowed in any way to perform work on the meter or related
equipment themselves.
What if the meter is put back the way I found it
can I take it on and off to do plumbing work on my property?
No, this is still meter tampering and a customer can again have
their water services terminated, be fined and/ or be prosecuted for tampering
with their meter service.
METER WINTERIZING
A customer may
request to have their meter “winterized” to prevent their meter from
freezing. This may be done when their water is voluntarily turned off for a
period of time, when they expect there is a possibility that their property may
not be heated and freezing could occur. It
is the customer’s responsibility to make this request.
The Borough/ Municipal Authority is not responsible if a request is not
made and a meter and/ or horn freezes; and consequently a customer is charged
with neglect damages.
A.) At the
customer’s request a meter can be “Winterized”, at the time that they
request their water service to be turned off
( voluntary disconnection cases ). ( The fee is reduced see above ).
B.) If at the
customer’s request meter is “Winterized”, at any other time.
(Voluntary Disconnection Cases)
the fee is full price (See
Above ).
For example you voluntarily had
your water service turned off in June but did not think that you would need your
meter winterized now it is coming to Winter Time.
If you request have it done now it is at full price.
Related Winterizing Questions:
Is the Borough Winterizing any other plumbing on my property
when my meter is “Winterized”?
NO. THE BOROUGH
NOT WINTERIZING THE PLUMBING ON YOUR PROPERTY.
The Borough/ Municipal Authority is in no way winterizing the
plumbing in your home or on your property; nor is it responsible for the
condition or maintenance of the plumbing on your property.
I had my water service turned off in the summer because I did
not pay my bill, did the Borough/ Authority automatically winterize the meter?
NO. The
Borough/ Authority DOES NOT automatically winterizes meters.
In this case, a property owner needs to make sure that they keep the
meter from freezing so that they do not incur additional charges that may lead
to higher bill.
I had my water service turned off because I did not pay my
bill did the Borough/ Authority may I request to have the meter winterize?
NO.
The Borough/ Authority does not permit any “charge on account” type
services on a delinquent bill. In
this case a property owner needs to make sure that they keep the meter from
freezing so that they do not incur additional charges that may lead to higher
bill.
I was billed for a frozen meter and I was not aware that
there was a charge for customer neglect; I was charged for a bounced check, I
wasn’t aware there was a fee, etc.
The
Borough/ Authority sends out a letter each year outlining current charges for
most regular services. This is done
as a courteous for our customers. The
Borough/ Authority is not responsible for lost, stolen or discarded mail.
